Not without condensation caused by a colder upper atmosphere. That is a fact Jack.
Warm water is not enough. That is why hurricanes are more frequent in a colder global climate and that is a fact Jack. Both evaporation and condensation are needed to fuel the cycle. Evaporation alone cannot form a hurricane and that is a fact Jack.

You are stuck on 'FORM' a hurricane. I said warm water STRENGTHENS hurricanes that already exist. From the center for science education:

"This happens in many other warm, tropical areas of the world too, but only under certain circumstances. For one to form, there needs to be warm ocean water and moist, humid air in the region. When humid air is flowing upward at a zone of low pressure over warm ocean water, the water is released from the air, as creating the clouds of the storm.

A cold upper atmosphere is needed to fuel the cycle of hurricanes. Warm water alone cannot cause a hurricane to form. You science deniers need to remember that.

A relatively lower upper atmosphere temperature is required there is no requirement for a particularly cold upper atmosphere.
Of course a Qanon man made climate change denier would like to believe the upper atmosphere is getting colder but it’s not, the oceans are getting warmer
