    man: I'll wager you $20 million that x happens
    woman: x is very likely to happen, so I want twenty to one odds
    man: it's a bet!

    How much is the man wagering?
    How much is the woman wagering?

    Explain your reasoning please.

    According to the Wikipedie entry on Odds, she is putting up one million against his twenty million. But this is just a rewording or unwrapping of the terminology.

    Or one might think she has agreed to put up 20 MM against his 400 MM!

    Actually, it's from an analogy skit meant to explain part of the housing bubble collapse ten or so years ago. The same movie offers Margot Robbie in a bubble bath explaining finance terms. For some reason I can't remember what she was talking about.
