    I'm pretty sure Napoleon wasn't exiled to St Helens or Prescot either.

    Not really. It's a good engineered draw, certainly. But it's not a forced stalemate. White can just walk away. Black then swaps queens and white has nothing, but... it's not a stalemate. IMO, the best stalemate ever should be a forced stalemate, not just a forced draw.
