NWO = New World Order I assume, can you state what you mean by this as it is not obvious to me what George HW Bush's plans for US dominance over the World has to do with a way of defining efficiency in theoretical economics.

From the Wikipedia article:

Pareto efficiency is a minimal notion of efficiency and does not necessarily result in a socially desirable distribution of resources: it makes no statement about equality, or the overall well-being of a society.

So there you are. Basically it's not a requirement for a real economy.
