If the CIA can't gather such information, what exactly is its purpose? From its website:

The CIA is an independent agency responsible for providing national security intelligence to senior US policymakers.

    ---------------------------------------------------------------------------------------------------

The CIA is separated into five basic components: the Directorate of Operations, the Directorate of Analysis, the Directorate of Science & Technology, the Directorate of Support, and the Directorate of Digital Innovation. They carry out “the intelligence cycle,” the process of collecting, analyzing, and disseminating intelligence information to top US government officials.

The OP gives examples of nothing but information gathering useful to the US government and provides no examples of any improper activities detrimental to the French democratic process.

The OP is about the CIA interfering with the French elections in 2012 (spying is observing and all observering inherently causes interferance).

Indeed, what is the point of intelligence gathering if its not to act upon it by developing policies on its basis. Its guilt through association. CIA busted for hypocrisy.
