I told him what I think about using engines and got on his ignore list without a response, so what if we ALL started howling at his door? How big can the ignore list get?

Engine use is an evergreen topic here but attempting to get these clowns banned is a battle you can't win. All the PM's in the world won't work either - you'll just be another on the ignore list.
The best you can do is to starve them of games. You know who they are. Resign on move one. Some of you decent players know how to eke out a long and boring draw against engineers, but where's the fun in that?
I refused to just let this cheat beat me in two tournament games. So I beat him at his own game.
I'd like to guarantee all my other honest opponents that I played by the rules with no exceptions. I'm willing to discuss/analyse any of those games. I will not start any new games on this site. If asked to do so, I will resign any ongoing games.
My national OTB rating is just over 2000 with a highest of just under 2200. If need be, I could help verify that is genuine. I believe my play/rating on here to be in line with that.

Perhaps they saw how pointless it was. The banned player comes back the same day.
Now self-modding is the best weapon. Just don't play anyone you are sure is at it.
Eventually all they will be playing against is another computer.
The majority are home and casual players who play for the sheer fun of it all.
It was always difficult to catch these guys. I still contend that the easiest way to recognize a cheat was by the results. Engine users tended to have a paucity of draws.
They mostly won. They sometimes lost to another engine or to a human in a closed positional contest, but they rarely ever drew.
I saw people accusing this Cen guy of being an engine and I was curious because in the old days even making the accusation publically could get you banned.
